In your list of items in rule one, you have &quot;dodge the man&quot;. By that do you mean pedestrians? I don&#039;t understand how one rule says dodge pedestrians while the second rule says to aim for them. 

Perhaps you mean dodge the police? Are they common roadway hazards?

I think your conception of the rules in Houston need some sorting out.</description>

1) Dodge the man, goat, semi-truck tire, lawn-mower, and chest of drawers that just fell off the truck in front of you on the highway (and yes, I have dodged ALL of those things in the last year in Houston, the goat actually didn&#039;t make it, but fortunately I wasn&#039;t the one who hit it going 80). 

2) Run down anyone on foot or bike. (And yes I&#039;ve seen that happen twice.
